The speech by Kappos shows that the USPTO is trying to improve as a monolithic government organization that has fallen devastatingly behind the times, but they still have a long way to go to become anywhere near up-to-date.

To start out, dear USPTO, if you publish materials for people to actually READ, then please put those materials in a format which are actually readable. Type size is one issue. A long speech like Kappos' should also be subdivided into subheadings to show the thought organization rather than presenting the whole thing like a heavy brick with no internal organization. Thank you.
